We got into a heated argument today about “line calls”.
Please help me clarify the situation.
1.  One person states if the ball lands on the out side part of the line that it is “out”.
2.  I disagreed, I feel/thought that if a ball touches any part of a line it is to be called “in”.
3.  I have looked up 2020 rule changes, how do you simplify the new rule?  It sounds like if the ball hits the outside of the line, it should be called “out”.  But if it lands clearly on the line it should be called “in”.
Please help me understand in plain English.
